The St. Kitts and Nevis passport by investment route is legally a citizenship process first.
The Saint Christopher and Nevis Citizenship Act, Act 1 of 1984, forms part of the legal framework, while the Citizenship Unit (CIU) administers the Citizenship Programme. Applications must be submitted through an Authorised Agent.
The main applicant must be at least 18, make a qualifying investment, satisfy due diligence, demonstrate lawful source of funds and provide the required documents.

There is an official-source inconsistency over the upper age for student dependants: the current CIU webpage states 18–30, while older published official materials use 18–25. Applicants with children above 25 should confirm the rule applicable to their case before filing.
Citizenship through investment is separate from citizenship by descent, marriage and other citizenship routes.

Every main applicant must attend an interview. Dependants aged 16 or over may also be interviewed if the CIU considers it necessary.
St. Kitts and Nevis launched its National Biometric Enrolment and Passport Modernisation Programme on 14 April 2026.
Biometric enrolment is mandatory for new Citizenship Programme applications submitted from that date and can be booked once an application reaches approval in principle.
The biometric programme changes passport security and enrolment procedures; it does not change the person's underlying citizenship status.

Biometric enrolment became mandatory for new Citizenship Programme applications submitted from 14 April 2026. Existing Citizenship Programme citizens are also subject to the transition timetable published under the passport modernisation programme.
The CIU has announced a redesign involving a mandatory genuine-link framework, including forms of physical presence, residency and continuing connection to the Federation. Current CIU application guidance still states that there are no mandatory travel or residency requirements.
Because official materials are not yet fully aligned on implementation, the genuine-link framework should not be presented as a fully defined current physical-presence rule until clarified by the responsible authorities.
